Abstract
The central economic problem of any economic system is how to allocate scarce resources between competing ends. The idea of investment in human capital to promote economic growth existed even in retrospect, the time of Adam Smith and classical economists. The subsequent work has been more empirical. The two criteria of investment in higher education, cost-benefit analysis and manpower planning have been widely used. The present paper looks into these two issues and explores the issues in financing of higher education.
