Abstract

Commitment to provide basic education for all is a goal enshrined in the Indian Constitution, which guarantees universal compulsory education as a fundamental right for every child in the age group 6-14. Successive development policies and plans have pursued this goal for the last six decades. As a result, impressive progress has been registered in education in general and elementary education in particular. We have achieved 106 and 85.2 GER at primary and upper primary level respectively and 90.8 and 64.2 NER at primary and upper primary level respectively (DISE, State Report Cards, 2012-13). At the lower primary level we have nearly achieved universal enrolment. India has the largest primary schooling system in the world but it also has the world’s largest number of children who do not meet the basic learning levels. “Government initiatives have primarily been aimed at increasing access to education through capacity-creation, with equity and quality aspects largely remaining unaddressed.
