Abstract

Climate change refers to a broad range of global phenomena created predominantly by burning fossil fuels, which add heat-trapping gases to Earth’s atmosphere. These phenomena include the increased temperature trends described by global warming, but also encompass changes such as sea level rise; ice mass loss in Greenland, Antarctica, the Arctic and mountain glaciers worldwide; shifts in flower/plant blooming; and extreme weather events. More than 190 countries came together in December 2015 to form the Paris Agreement. In order for the Agreement to enter into force, 55 countries accounting for at least an estimated 55 per cent of global greenhouse gas emissions must ratify the agreement in accordance with their domestic processes. Business and community awareness of climate change has grown in recent years. The Paris Agreement was a strong signal to markets that the transition to a lower-emissions future is underway. Climate change is an increasingly important influence on the cost and availability of capital and companies are increasingly stress testing their business models and portfolios against emission reduction and transition scenarios in the context of the Paris Agreement. A flexible and scalable approach to policy is important — balanced against the importance of providing business and investors with policy stability and certainty. The present paper gives the perceptions of local level regarding climate change and its impact.

The concept of “smart city” is evolving as a new approach to mitigate and remedy current urban problems and make urban development more sustainable. Against the background of economic and technological changes caused by the globalization and the integration process, cities in world face the challenge of combining competitiveness and sustainable urban development simultaneously. Very evidently, this challenge is likely to have an impact on issues of Urban Quality such as housing, economy, culture, social and environmental conditions. The concept of the smart city as the next stage in the process of urbanisation has been quite fashionable in the policy arena in recent years, with the aim of drawing a distinction from the terms digital city or intelligent city. Its main focus is still on the role of ICT infrastructure, but much research has also been carried out on the role of human capital /education, social and relational capital and environmental interest as important drivers of urban growth. Urban performance currently depends not only on the city's endowment of hard infrastructure (physical capital), but also, and increasingly so, on the availability and quality of knowledge communication and social infrastructure (intellectual capital and social capital). The latter form of capital is decisive for urban competitiveness.

Uniform civil code is seen as an anecdote in a diverse society like india, where people are divided across the line of religion and caste. This code has the potential to provide uniformity to the Indian society as far as the personal matters are concerned. At present, there appears to be a “total confusion” over the incoherent stipulations with respect to marriage, divorce, adoption, maintenance and inheritance in personal laws of different religions. The inconsistency in personal laws has been challenged on the touchstone of Article 14, which ensures the right to equality. It had been contended that right to equality is endangered by personal laws, which leads a significant sections of some religious community at a disadvantage. On the other hand there are those who invoke Article 25, which guarantees the freedom to practise, profess and propagate any religion. However, it is a matter of fact that Clause (2) of Article 25 empowers the State to frame any law to regulate or restrict “secular activity which may be associated with religious practice”.

Where as it has been observed that males are not always masculine and females are not feminine because masculinity and femininity depends on the roles they play in the society. The biological constitution and hormonal secretion makes the male and the female but the unique service they contribute in the society earned their name as masculine and feminine. At the outset of civilization struggle for existence was very difficult and men occupied leading position as it was the need of the days. Medieval period witnessed tortures, subjugation and repression in the aftermath war time that mainly targeted on the vanquished women considering them consumer durables. Most of the time intelligence and technique require achieving success and it is a verified hypothesis that females are inherently equivalent or somehow more dexterous with respect to their male counterpart. History shows their military participation and war activities. They are also born with leadership and entrepreneurial efficiency. But equally they also have to wage war of existence against the ill treatment of the patriarchs. Myriad of literary texts, from ‘The Vindication of the Right to Women’ to ‘The Left Hand of Darkness’, raised voice against gender discrimination and propagate gender equality.

She is worshiped, desired and domesticated in all ages but simultaneously objectified and condemned. Indian art has looked upon women as an ultimate source of artistic output. Visual art in all its forms, has presented a multi-potent image of her. The spirit of a civilization is indicated by the position of its woman. The status of woman in our Indian subcontinent passed through complex socio-economic terrain . The idea of glorification of womanhood as delineated in visual arts relates to the vocabulary of the artist who has looked beyond time and space in representing woman at her best. The study examines various roles of women as portrayed in Indian art and how their importance is highlighted through different mediums of expression. The India league in London was a successor to several organizations working towards either establishing channels between Indian intelligentsia and the British authorities or encompassing a range of political activity leading to an alignment with the Congress Party in India. This is not to suggest that the Indian Independence Movement in England commenced with the India League.

These sanctions are nothing but the punishments. ‘The first thing to mention in relation to the definition of punishment is the ineffectiveness of definitional barriers aimed to show that one or other of the proposed justifications of punishments either logically include or logically excluded by definition

The study on Post colonial or socio eco resistance is an outcome of the continuation of colonial imperialism in various modes such as modern capitalism, racism, gender discrimination, castes’, communal and community discord and regionalism, urbanism, marital and familial chores and etc in the transmodern era of literature. Those forms of several differences prevalent in the contemporary society in India are the main focus of the research analysis. Generally, literature of the contemporary period is addressing all such chores of humanity with detailed description of silent resistance of the oppressed by going beyond post colonialism. To reinstate the definition of socio eco resistance or post colonial resistance the following well-saying by Lopez and Marzec is the best example. He says,” The recent literature is the lucid portrayal of discontent and dissent of those living in global urban centres against the politics of neo liberalism moves beyond the previous limited focus (colonial/ national histories and diasporas) of post colonialism” (Lopez and Marzec 677-79). It is believed that Postcolonial literature has emerged from Common wealth literature.

Abstract

A “treaty” to be valid and binding must first be entered into by an organ of a State that has requisite capacity or source of power to that effect either under its Constitution or a Statute.1 Once this requirement is fulfilled, a State assumes obligations under the treaty and is accountable for its implementation. The obligations are cast on State. The term State includes all organs functioning under the State including Parliament, Executive and Judiciary. Thus the obligation “to respect”, “to give effect”, “to ensure” human rights enshrined under the international human rights treaties are cast not only on Executive or Government that ratified such treaties but on all organs of State.2 It is not in dispute that Union Executive in India has power to enter into international treaties by virtue of the power conferred on it under Article 73 of the Constitution. Once the treaty is entered into by the Union Executive, the obligation to implement the treaty is cast on the three organs of the State- Executive, Parliament and Judiciary.
