HUMAN RESOURCES IN GOVERNMENT HIGHER SECONDARY SCHOOL LIBRARIES OF KASHMIR: AN EVLUATIVE STUDY.

Abstract

The study aims to introspect school libraries in terms of collection, operations, services in accordance with human resources. It also aims to identify job satisfaction, problems, efficiency of library professionals with special emphasis on Government higher secondary schools of Kashmir. To fulfill the objectives, a structured questionnaire was prepared and circulated among sample of randomly selected 120 respondents to evaluate their experiences, ideas and suggestions. The findings of the study reveals that majority of libraries have inadquate staff and less half of the total staff have professional degrees and diplomas. The training programmes organized by the concerned department are not suffucient and the need of the hour is to increase the number and duration of such programmes.Infrastructure needs to be improved and use of ICT gadgets in libraries is the need of the hour.Almost 2/3rd of respondents were not satisfied wih the present job and promotional policies, study leave for higher studies particularly researh degrees are hardly granted. However the library staff are enjoying the other facilities like general leave, medical leave,retirement and pensionary benefits. The users in the libraries are usually students and thus immature they need to be trained through orientation programmes about the use of library resources so that they can get maximum benefit from the library. In short adminstration and policy makers of school education department need to know the condition of libraries in general and staff in particular and should take immediate steps to modernize them so as to make libraries more functional in the present information superhighway society.
