भारतीय शिक्षा प्रणाली और राज्य की भूमिका: एक अध्ययन

Abstract

आध्ुनिक राष्ट्र-राज्य युग में राज्य नामक संस्था का अपना विशेष महत्त्व है। आज राज्य प्रत्येक व्यक्ति के जीवन से प्रत्यक्ष एवं अप्रत्यक्ष रूप से जुड़ा हुआ है और उसे निरन्तर प्रभावित करता रहता है। राज्य लोगों को राजनीतिक, सामाजिक, आर्थिक, सांस्कृतिक और शैक्षणिक क्रियाकलापों को करने, अपनाने और उन पर अपना निर्णय लेने का अध्किार प्रदान करता है। राज्य को समाज की एक कल्याणकारी संस्था के रूप में देखा जाता है जिसका कार्य लोगों की रक्षा करना, समानता और स्वतंत्राता का अध्किार देना, शिक्षा की व्यवस्था करना, बूढ़ो-बच्चों और महिलाओं को संरक्षण प्रदान करना, स्वच्छ जल तथा निवास की व्यवस्था करना इत्यादि शामिल है। यह सभी उद्देश्य राज्य के कार्यों को दिशा ओर गतिशीलता प्रदान करते है जो इसके कर्तव्यों के रूप में हमारे सामने एक ‘उदारवादी राज्य’ के प्रारूप के तौर पर प्रकट होता है। आज अध्किांश देशों ने लोकतंत्रा को अपने शासन का आधर बनाया है जो उदारवादी तत्वों को आकर प्रदान करने का सबसे उत्तम साध्न है। इस मत के अनुसार राज्य का कार्य अपने नागरिकों को इस प्रकार शिक्षित करना होना चाहिए जिनके मध्य समानता, स्वतंत्राता, न्याय, बन्ध्ुत्व आपसी सहयोग, सामंजस्य और मानवतावादी दृष्टिकोण जैसे तत्वों का विकास सुनिश्चित हो सके।
