Abstract

Forest policies have been intended to influence the course of forest development so that the basic objectives of the society are fulfilled. Forest programmes, actions, administrative rules, regulations and procedures are developed to implement the policies. The term 'Forest Policy' connotes actions of a government for the preservation, maintenance, and enhancement of forests and the optimum utilization of forest resources during particular period, to attain national welfare. In the past, a few policies had been adopted by the government of India, which presented different broad outlines for the promotion of forestry. The first National Forestry Policy of India was enunciated in 1894. It sought to provide guidelines towards uniformity in management of government forests over the entire country. In 1952 the second policy took shape after Independence in 1947. Its thrust was on increased production of forestry goods, while stressing its ecological relevance. The policy of 1988 seeks to reorient the management principles, as result of ecological degradation caused by relentless pressure on forests.
