GENDER IMPACT ASSESSMENT: A MONITORING TOOL TO ASSESS THE IMPACT OF DEVELOPMENTAL PROJECTS ON WOMEN

Abstract

In this paper an endeavour has been made to understand the impact of developmental projects on women especially in the rural areas. The Gender Impact Assessment as an instrument provides inputs to the planners and the policymakers to take into account the gender perspective in their planned interventions. They need to take into account the different nature of needs, features, and cultures of different stakeholders including men and women separately. It is assumed that the Social impact of projects and policies are gender neutral but it is often the other way round. The Social impacts are rather gendered which means these are different for men and women. Moreover women are adversely affected by the planned interventions if not adequately accounted for. The enactment of Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act, 2013 (RFCTLAR&R Act, 2013) has made it mandatory to carry out Social Impact Assessment (SIA) of every developmental project. SIA is a process of monitoring, evaluating and managing the intended and unintended consequences of planned interventions on the stakeholders. An endeavour has been made to offer some suggestions that are based on the social impacts experienced by the Project Affected Population (PAP) keeping in mind the gender perspectives and emphasizing the role of the women and their coping mechanisms in such planned interventions.
