Abstract

Abstrct Sanitation is one of the important Millennium Development Goals which cover the important aspects of management of human excreta, domestic and industrial wastewater and hazardous substances .Sanitation is vital for human health and it is one of the important indicators that reflect the quality of life of the people. The first five year plans had allocated very negligible investments to sanitation while the sixth plan had considerable amount due to the launch of International Drinking Water Supply and Sanitation decade in 1980.This paper seeks to develop a conceptual understanding and analytical framework for assessing social exclusion, which is then applied to the central government’s flagship programmes
