EDUCATIONAL DEVELOPMENT INDEX (EDI) AS A TOOL TO ASSESS THE QUALITY OF ELEMENTARY EDUCATION

To assess the progress of States and Union Territories towards the goal of Universalisation of Elementary Education, an Educational Development Index (EDI), a proxy indicator for quality has been developed by National University of Educational Planning and Administration (NUEPA) with the help of Ministry of Human Resource Development (MHRD). EDI is calculated separately for primary and upper primary levels of education and also a composite EDI is calculated for the entire elementary education. The EDI has been developed based on four broad Parameters: access, infrastructure, teacher related indicators and outcomes. There are 24 subcomponents in each of the Parameters/ dimensions of EDI as shown in the table 1. “The indicators were normalized before the Principal Component Analysis (PCA) was applied to decide the factor loadings and weights. Weight age in the computation of an EDI is determined by using Factor Loadings and Eigen Values from the PCA. PCA helps in reducing large number of indicators to a few without losing their significance” .The value of EDI lies between 0 and 1.
