Being able to communicate required more than linguistic competence, it required communicative competence”[Hymes,1971] The ultimate goal of language teaching is to develop communicative skills like listening, speaking, reading and writing. It is only a process which results varies at length and for getting hundred percent results we are still striving. Our efforts for perfection start with the teaching of English in primary and upper primary classes. In convent school communicative English has certain result oriented satisfactory level but in government schools we stay thousands kilometers away from it. The institution which play main role in making stand youth of our villages and develop our rural India are our primary and upper primary schools. Thesr are the places where our novices are on the threshold of communicative learning. The role of these schools in shaping the carrier can’t be ignored. From here only a kid enters the real world of ideas through learning and developing his language for communication.The need of improving English teaching and communicative skills development in government schools is suggested by David Gradol.He says“Instead of focusing on English medium schools, the emphasis should be on the quality of English teaching in vernacular medium schools.
