During the campaign of 1980, Ronald Reagan announced a solution to resolve the nation's economic crises. He claimed an undue tax burden, excessive government regulation, and massive social spending programs hampered the growth of the economy. Reagan proposed a phased thirty percent tax cut for the first three years of his Presidency but Congress would only agree to a twenty five percent cut.
